Integrating green house gases emissions

This product will be a tested and validated methodology to combining greenhouse gases (CO2) emission inventories with existing air pollutant emission inventories (EI). A review of existing EI and their methodology will be prepared and a proposal will be made on how best to integrate pollutants and CO2.

Existing emission inventories for air pollution emissions could be used as a foundation for including CO2 so they can be used to monitor both air quality and climate action plans and provide local authorities with better information on how to deal with both challenges. This methodology will be tested and transferred to two other cities. CITEAIR II will elaborate common guidelines on how to develop essential baseline information to formulate and monitor a climate change programme consistent with Air quality issues. The development will adopt a multiple stage approach:

a) Make an inventory of existing methods to prepare air pollution EI-s and CO2 EI-s using existing examples from within the CITEAIR community, known to the CITEAIR community and/or literature research.

b) Assess the methodological strengths and weaknesses of different examples and approaches and identify options to easily integrate green house gases, and in particular CO2 in existing air pollution EI-s.

c) Develop examples of "ideal" integrated EI-s" and of quick wins on integrated EI-s and test them by applying the methodology.

d) Develop indicators to assess a city or a sector performance (e.g. is one energy or pollutant efficient)?
